RULES & REGULATIONS

2008 FALL RULES WILL
BE FINALIZED AS OF OCTOBER 12, 2008

I.
|
RULES |
|
|
a. |
All games will be played under
CIF High School Federation Rules. |
|
b. |
Rules will only be revised in the
off-season. |
|
c. |
This means that rules are finalized
once tip-off for the 1st
game of the season begins.
|
|
|
|
II.
|
ROSTER MANAGEMENT |
|
|
a. |
A Team can utilize a maximum of 12
roster spots.
Diamond
Division Roster expanded to 15
roster spots. (10/05/08, GM Meeting)
Women's Division Roster expanded to
15 roster spots. |
|
b. |
Only General Managers have the
authority to add players to the
rosters. |
|
c. |
A player can be added to the team
roster no later than the 3rd
GAME unless otherwise changed by the
League Commissioner. All names need
to be filled out on game logs. |
|
d. |
The last day to trade players
between teams in the same division
is the 4th GAME.
(Trade must
be for an actual player. TEAMS
CANNOT TRADE FOR ROSTER SPOTS,
10/05/08, GM MEETING.) |
|
e. |
The last day to move players between
affiliate teams is the 6th
GAME.
(If a team has a Platinum Division
team and a Gold Division team, he
can move players up from the Gold
team to his Platinum team before the
4the game.) |
|
f. |
LeBronze Division players can only
play in LeBronze Division unless
he/she is a General Manager.
Only 3 General Managers can play for
a team in LeBronze. |
|
g. |
To keep the games competitive and
fair, ONLY 2 players from a
higher division team will be allowed
to play in a lower division team.
(Players
that earn POW honors, All Star
selection, led the league in stats
will be classified as a respective
division player.)
|
|
h. |
NO Diamond Division player who won
Diamond Division accolades, selected
as All Stars, or led the league in
stats in the Diamond Division will
be allowed to play in Gold Division.
(as voted on 1/13/08 per GM
Meeting).
(Players
that earn POW honors, All Star
selection, led the league in stats
will be classified as a respective
division player.)

i. |
Players that aren’t on the roster
will NOT be allowed to play.
NO-RINGERS.
The stats-keeper and the opposing
General Manager may ask the player
in question. Ringers are classified
as players NOT on the official
roster. Rosters are final after a
team's 3rd game. The game’s stats
will not count for both teams. |

j. |
Players must bring PHOTO ID.
Stats-keepers have the authority not
to allow a player to participate if
the player does not bring photo ID. |
|
k. |
Players on the
"80 List"
must pay their balance of $80 before
they are re-instated in the League. |
|
l. |
Women’s division teams are allowed
to play the game with just 3 players
on the court. |
|
III.
|
UNIFORM |
|
|
a. |
All players must wear matching
colored jerseys with numbers on
front and back. |
|
b. |
Any different colored jersey is
subject to a technical foul. Blue
and black aren’t the same colors.
White and yellow aren’t the same
either. |
|
c. |
Technical fouls will be assessed on the 3rd weekend of
the season and will be called
continually if the jerseys still do
not match. If technical fouls aren't
being called, consult with
stats-keepers and they will enforce
the rule.

|
|
d. |
Players
ARE NOT ALLOWED TO USE TAPE/MASKIN
TAPE/SCOTCH TAPE/SHARPIES ON THEIR
JERSEYS. This is very unprofessional
and will not be allowed in the
league (As of 10/5/08, GM Meeting).
Players using jerseys with maskin
tape/scotch tape/sharpies will NOT
BE ALLOWED to play! |

IV.
|
GAME PLAY |
|
a. |
Teams have 10 minutes until the clock starts running. For every
minute that passes, the opposing
team will be awarded 2 points. |
|
b. |
CLOCK |
|
|
1. |
Four 10 minute quarters.
|
|
|
2. |
If game starts 15 minutes after
scheduled time, format changes to
two 20 minute halves. |
|
|
3. |
Stop Clock for last 2 minutes of
game IF differential is less than 10
points.
"Double digit lead means the clock
runs" |
|
|
4. |
Overtime – 2 minutes |
|
|
5. |
Double OT – 2 minutes |
|
|
6. |
Triple OT – first team that scores,
wins. "Tie Breaker" |
|
c. |
TIME OUTS |
|
|
1. |
4 time-outs for the regulation game
and one additional time in overtime. |
|
|
2. |
2 time-outs per half. Time outs
DO NOT CARRY OVER!! |
|
|
3. |
1 time-out will be given out in OT.
Only 1 unused time-out may carry
over. |
|
d. |
FOULS |
|
|
1. |
One-and-One on the
7th
team foul. |
|
|
2. |
Two shots on the 10th
team foul.
Diamond Division - Two shots on the
5th team foul. |
|
|
3. |
Each player is allowed 5 personal
fouls.
(6 Personal fouls in Women's and
Diamond Division ONLY) |
|
|
4. |
Team Fouls in the 1st
half do not carry over. |
|
|
5. |
2 free throws every technical foul &
possession. |
|
|
6. |
2 technical fouls: Out of game + 1
game suspension. |
|
|
|
|
|
e. |
POSSESSION |
|
|
1. |
Team that wins the tip will have
possession in the 4th quarter. |
|
|
2. |
Team with possession are allowed to
advance to half court after a time
out. |
|
|
3. |
When the referee declares jump ball,
the ball will be tossed at the
closest circle. |
|
|
|
V.
|
PLAYOFFS |
|
a. |
3 referees will be used to officiate
Diamond Division playoff games.
(SEMIS and CHAMPIONSHIP) |
|
b. |
If there are more than 10 teams in a
division, top 8 teams will advance
to the Playoffs. |
|
c. |
If there are less than 10 teams in a
division, top 6 teams will advance
to the Playoffs. |
|
d. |
If there are more than 20 teams in a
division, top 12 teams will advance
to the Playoffs. |
|
e. |
Teams will be re-seeded according to
their records. |
|
f. |
Tie-breaker goes to the team that
won in their match-up. |
|
g. |
Tie-breaker goes to the team that
defeated the highest ranking team if
there are multiple teams tied with
the same record. |
|
|
|
VI.
|
CODE OF CONDUCT |
|
a. |
There is
ZERO tolerance for
fighting. |
|
|
1. |
Player will be suspended permanently
for throwing punches even if it is
in self-defense. |
|
|
2. |
Referees have the authority to sit a
player out to cool off. |
|
|
3. |
Suspension for the whole Season may include All Star, Playoffs,
and Championship Game. |
|
|
4. |
Reinstatement fee for any suspended
Player involved in other
altercations - $50. |
|
|
5. |
Reinstatement fee for any suspended Player that accumulates 2
technical fouls and is thrown out by
the referee. (Rule d-6)- $25. |
|
|
|
VII.
|
FINES |
|
|
$80 |
Reinstatement fee for teams that
forfeit. |
|
|
$80 |
Teams that use players that are in
the
"80"
list.
The 80 list is a list of players who
played games but failed to pay any
league fees. |
|
|
$50
|
Reinstatement fee for any suspended
Player involved in other
altercations. |
|
|
$40 |
Return fee for all checks that
bounce. |
|
|
$5 |
Failure to leave the bench clean
will result in a $5 fine.
Stats-keepers, refs, staff may
assess the fine but there must be
photographic evidence showing exact
time and date. |

|
VIII.
|

Superstar Basketball League reserves
the right to free speech regarding
Teams, Players, and Staff members. |
|
|
2. |
Errors, typos, wrong information can
be removed by e-mailing
commish@superstarbasketball.org.

|
|
3. |
Changes can be made within 2-3 days. |
|
|
4. |

League promotes the right to free
speech. We understand that while the
comments may be outrageous,
sometimes insulting, these comments
are just for jokes and an actual
fight has never occurred because of

IX.
|
END OF SEASON HARDWARE |
|
|
1. |
A player must play 6 out of 8 games
in order to be recognized as a
leader in their respective category. |
|
|
2. |
A player must play 6 out of 8 games
before they are nominated for end of
the season awards. |
|
|
3. |
Players that earn Player of the Week
honors automatically earn an All
Star selection. |
|
|
4. |
Teams that win the Championship must
move up a Division unless the team
changes the name and GM for the
following season. |
|
|
|
X.
|
PAYMENTS |
|
|
1. |
Please make payments payable to
SUPERSTAR BASKETBALL. |
|
|
2. |
Also include Team Name on all
checks. Checks that bounce are
subject to a $40 return fee. |
|
|
3. |
Teams that have not paid ref fees
for their upcoming games will not be
scheduled to play. Minimum amount to
pay is $140 which will guarantee
your team 3 games. |
|
|
|
XI.
|
SCHEDULE REQUESTS |
|
|
1. |
Schedule requests must be made no
later than Tuesday, 12 p.m.
All requests must be made via
e-mail:
schedule@superstarbasketball.org |
|
|
2. |
Schedule will be finalized as of
Thursday Night / Friday Morning. |
|
|
3. |
Schedule will not be changed once it
says FINAL SCHEDULE. FINAL means
FINAL!!! |
|
XI.
|
NEW RULES |
|
|
1. |
Women’s Division – backcourt is 10
seconds. |
|
|
2. |
Team on offense after made basket
cannot call "Time-out." |
|
|
3. |
Diamond Division – 15 man Roster
- Only 12 players may play in a
game.
- Other 3 players must be listed on
the “Injured List”
- Every players on the IL must have
played at least 1 game in the season
and show photo ID before playing a
game in the Playoffs. |
